Final Fantasy VII Ever Crisis - Quick Way to clear Bomb Event and Level Up

1/ You need to have a char with really fast cast skill animation - i used Tifa with Motor Drive.
2/ Save her ATB atleast 4 atbs enough to use skill before enter phase 2 - the golden bomb.
3/ Press skill as fast as you can or may auto mode will use it then it's done really quick.

"You need to have a char with really fast cast skill animation" I don't understand. There is no speed or atb charge speed stat on the characters or weapons. Is it not listed and just based on how long a characters animation lasts? Don't they last all the same? Edit: Oh weapons with sigil boosters make it work.
