The Kewtech KT200 clamp ammeter is not capable of reading DC current. Therefore the reading of 20V was from AC, which should not come from a battery charger unless the rectifier bridge was faulty. I saw no testing of the rectifier bridge, which should have been replaced anyhow, because selenium rectifiers are highly toxic. Much better solid state rectifiers are available nowadays.

Nice, that was a selenium plate 1/2 wave rectifier, often they fail, and if you replace with modern diode...it overcharges.... Of course they are more decoration than useful now, but I still keep my old one
The rectifier plates should have been left alone ... wiki says "Selenium rectifiers are made from stacks of aluminum or steel plates coated with about 1 μm of bismuth or nickel. A much thicker layer of selenium (50 to 60 μm) doped with a halogen is deposited on top of the thin metal plating. The selenium is then converted into polycrystalline gray (hexagonal) form by annealing"
Well done . This battery charge looks like new. I assume you check the electrical components, transformers etc. for continuity and reliability off camera. Thumbs up.

Any good reason you put the fuse and voltage switch plates on the outside of the housing? Also tubular rivets were used.
