The House of Commons are really struggling to agree a Brexit plan to take the UK forward. So much in fact that there was the first tie in the house for 26 years. As such the Speaker of the House, John Bercow stood in to break the tie and explain the constitutional precedent for his actions.

Just a second disclaimer on this video. We completely appreciate this video was pulled from the main video we released this morning. That video (th-cam.com/video/d9UTg40xTEo/w-d-xo.html) was originally about 20 minutes long, so we cut it down pretty majorly. Some of the content which was cut from the main video has been added back into this one. We thought it would be good to share that additional content within here so it wasn't lost.
We would really appreciate your feedback on this approach. Would you rather it was just cut and we only posted one video? Do you like having these breakout/footnote videos with some added content? We are genuinely interested to hear what you all think.

Casting a tie breaking vote is one of the key duties of the speaker and when it happens it is a very memorable occasion. I find it more impressive that the Speaker remembers the name and constituency of every MP
@Some guy The MPs who voted NO, had already discussed the "current situation" for several hours (not to mention the back and forth discussions for the past 2 years) - there was no point in the speaker to "discuss the current situation" any further. But there was need to explain the precedence set 23 years ago.
Frankly I am glad he did not "discuss the current situation" any further wasting everyone's time. We had enough of discussions - it's time for action and get a move on with Brexit, one way or the other.
John Berkow wants to vote NO, that is his right and he owes no explanation for why he voted NO.
Some guy it’s not his role to pontificate, he addressed the precedent and cast his vote according to the precedent. The reason he gave was nearly parallel Boothroyd. It’s not the role of the chair to create a majority on a policy issue when no majority exists.

To me, we in US make some decisions that are counter to our own good, seams that's happening.
I would vote against Brexit. In Congress we have people studying issues to become experts. They then recomend policies. Every thing isnt so simple. People didnt seem to have enough information.

They are laughing because they know they have made a complete and utter farce of a very serious issue! We have a saying in Britain: sometimes (when things are so fucked up) 'you just have to laugh'. But I assure you, this is no laughing matter.

I liked seeing the extra footage of the members having a bit of a laugh. It would be a bit much to include in the main video but having it as an optional bit of a spin-off video made perfect sense. I think this approach was good.

Minor correction! In the 1993 tied vote, it was later discovered that the "Ayes" had been over-counted by one, so the "Noes" should have won the vote outright (317 to 316). Since the speaker had already voted No per tradition, the result did not change, but the record was edited after the fact to fix the error.
The last actual tied vote happened in 1990.

Just wanted to say again what a wonderful job you are doing, making following Brexit accessible to everyone. Not quite sure how you manage it honestly, but I hope you can continue your citizen donation model and producing unbiased news content for years to come. I imagine most subscribers will dip in and out of the politics and the headlines as it can be stomach-turning sometimes, which will be tough on your metrics, but you're really providing a wonderful service which deserves all our support.

Just sitting here in the US and looking at how un-bias Speaker Bercow is compared to Majority Leader Mitch McConnell. Wish our Senate and house was more like Parliament. I think Parliament has done more important votes in the last month over Brexit then the Senate has done in 8 years.
That is because the Speaker and the President Of Senate are partisan and biased. Also, the Senate has voted on several important pieces of legislation over the last several years.

Can you remember when the last time the Senate under McConell allowed a vote on more than one bill that had a huge impact in a single week? And if he was not biased then he would allow HR1 to the floor but that will never happen.

I love seeing bercow that happy, but it shockes me that England is in such state that we can just lough about this whole brexit debate
question:
What happenes when the speaker gets ill or wants 2-3 days of vacation?
Who will fit his seat, or the house make another schedule, to not include voting?
Also does the house have a vacation period?
There are three deputy speakers who can take the chair in the speakers absence. In fact one of them was in the chair on Wednesday evening. I believe there is an order of seniority to their roles.
The speaker takes his vacations when Parliament doesn't sit. there are a number of recesses, the longest of which is during the summer, but also includes over Christmas, Easter and a few other times during the year.
Legit just got mad respect for the speaker. Putting his personal opinion aside, and doing what he knows is democratically right.
Great channel and I know you guys are already overloaded with Brexit work but I would greatly appreciate if there were accurate hand written subtitles for at least the most important Brexit videos because I often share these to friends who's first language isnt English and have trouble listening to the whole video. As far as video content, I’m usually of the opinion that repetition isn’t necessary. But if you have a mention of something in one video that you want to expound upon in a follow-up, that’s perfectly understandable. So I’d say it should depend on how much extra content will be in the follow-up video.
In short, make it a spotlight, not a rerun.

This channel's Brexit series is the best British drama I've ever watched.
I just love how Bercow enjoys his job and mostly himself and his intelligence so much. It’s just so entertaining, he’s aware of how well he can speak and he enjoys every minute of it.

Apparently, the speaker deciding the result in 1993 was due to a counting mistake, the noes actually had a 1 vote majority, so the noes would've won anyways and the speaker shouldn't have been asked to cast her vote.

Time and time again we have heard distinguished members in parliament reference the learned MP for Stone (Bill Cash) for his knowledge, expertise and upholding of the British constitution. He is the most adamant Brexiteer. Hmm.

Could you please explain why the MPs are not asked in a secret vote (because of threats) whether they want to leave the EU without a deal, with the EU-agreed deal, or whether they prefer to revoke article 50. First past the post would win, just like in elections.
If the Speakers always vote "No" on a tie then what's the point of giving them a vote? The House rules should just say "In case of a tie the "Nos" have it".
They don't always say no but it is precedent that the speaker sides with the nos
Bercow explained it himself. If it wasn't the final vote, but say the second time a deadlock was created, then the Speaker may vote yes to have further debate instead of killing the bill/amendment.
The speakers vote based on precedent and in keeping with the spirit of their function as speakers. They vote no in a particular context in line with those precedents and with the general principles of their role as speakers, but it's up to them to interpret those and judge every situation on a case by case basis. In some cases the speaker would vote "yes" in a split vote, as Bercow himself explained (voting "no" only applies to "creating a majority for important decisions")
I'm guessing the speaker could also break precedent and provide his own justification for a contrary decision.
Did you not listen to the explanation that it depends on the stage of the debate and there are some situations where the speaker might have a discretion, but it is not for the speaker to create a majority where it does not already exist!

I think that question right after his vote was there to keep the house respectful of the speaker. As when he is forced to vote him doing so is kinda implicitly siding with one part of the house against the other which could create further chaos unless it is clarified that he is simply following convention and he hasn't voted with or against any side.

I've a question: the HC has 650 MP's right, so what happened that 30 are missing??
The speaker and his three deputies don't vote unless there is a tie, the four tellers votes are not included in the totals and Sinn Fein has seven MPs who don't sit in the House of Commons because the party refuses to recognise the legitimacy of British authority in Northern Ireland and there were only 649 MPs as the Newport by election caused by the death of the sitting MP hadn't been held then, so that accounts for sixteen of them. The other fourteen could be abstentions or illness.

@@lsdesignweb No, there are no substitutes. There is a system where if an MP from one side is absent due to illness he or she is "paired" with an MP from the other side and he or she doesn't vote either. As this is an informal arrangement, it has been open to abuse in the past!. In January 2019 Parliament voted to introduce a proxy voting system for absent MPs. I'm not sure if this has come into effect yet.

I mean it is pretty interesting to hear what Bercow has to say about parliamentary history and such, but that MP asking about when a tie last happened just seems like such a useless question. We get it, you're interested in trivia about the house of commons, but your job isn't to indulge in personal curiosity, get on with the scheduled business and stop holding up time!
I think it could be argued by some that Bercow is becoming increasingly the most influential driving force in shaping whatever form brexit takes.

As a Canadian interested in how this whole Brexit thing plays out, thank you for posting these videos. Personally I think it would be of great detriment not only to Britain but to the whole of the European sphere of influence should Brexit proceed, but that's none of my business, and I can only hope that cooler heads prevail.
Well, as someone from mainland europe, i can tell you that in the begining we wanted the UK to stay, but after more than two years of insults and nonsense we only want them to leave once and for all. Patience has its limits.

Bercow plays for the TV footage. The body language and demeanor makes me uneasy. He wants to be a celebrity and do 'get me out of here' and maybe his own TV show when he is out of office.
