You dont have to remove the wheel and the wheel liner at all. There is a cover exactly underneath the fog light just remove it, slide your hand to remove the old bulb and then in with the new one and put the fog light cover again. Thats it. This small cover is just precisely for the fog light bulb replacement so no need to remove the wheel and the wheel liner unless you want to remove the whole fog light out of the bumper.

Yes pareho po tyo frame ng ilaw. Taga ontario po ako. Need ba alisin tlga yung gulong or pwede kaya ipihit ko na lang palabas yung gulong para ma-access yung fog bulb? wala kasi ako mga tools. Salamat po
