Adopt. Look for a Westie rescue near you. I’ve been a rescue Mom in Missouri for years. They are so sweet. So grateful to finally find a life out of a cage. They all need help to find a family. The puppy mills are so cruel. Rescues become the best companions.

That information MUST be correctly tracked for KC pedigree registration. How you can tell its a pro quality breeder who is responsible. Once the puppys get to about 5 weeks their personalities shine through and the marks are no longer needed as one can tell them apart by looks, and give the unofficial nickname to each puppy based on its personality(which it must never hear, as the owner will name their puppy). Can put the nickname or a derivation on it as the official dog name on KC registration forms. The breeders give the official dog name, not the owner, its why the official dog name is never same as its family name. Except if the breeders keep the dog.
