A PRO may only collect ur money within one country, or they may do neighbouring rights too, it depends, but there are so many PROs across the world for various different regions..
A publisher will collect for every time the song is covered or played, similar to a PRO, but will likely also seek out opportunities for ur music to be used, unless u ask them not to.. They may employ u as a writer & get u co-writing sessions too..

Short Answer: Publishing companies are tasked with helping writers and producers generate money while PRO's are tasked with collecting money on artists' and publishers' behalf.

doesn't take much to start one but it does take much to compete at a major level. You have to be able to buy catalogs and shop them. Industry level catalogs are not cheap.

? HOW TO CONTACT A PUBLISHER, IS BMI A PUBLISHING COMPANY TO HELP ME WITH SONG PLACEMENT.
You can go to their office or call. I've never had a problem speaking with ASCAP or BMI. They have phone numbers. They will not help you place a song but they will help you dispute or mange a song that has been placed already.
