You can choose colleges both under general category and NRI category. If you apply as a resident Indian (not as an NRI), you will also be considered under any applicable reservation. But, you cannot choose NRI quota seats. Regarding the eligibility for state quota seats, please check the details of your state. It varies from state to state.

Depends on the authority to which you are applying. If you are interested in all India counseling, you have to look out for notification from MCC. They will ask you to submit the supporting documents for conversion of status. State authorities may ask you to provide the documents at the time of registration.

Apply online; immediately go and meet your area VAO. Request him to approve it; carry all original documents with you. Once he approves online, meet the RI. Do the same thing. Next, go to Dy Tahsildar. If you follow up, you can get the certificate even on the same day.
You cannot have both. 1. You register as a general candidate - you can apply for general category seeats and Muslim minority seats; but, you cannot apply for NRI seats. 2. Yes, it's still applicable. But, some colleges may insist on few other documents. So, its better to check with the colleges of your interest.

Are you referring to IGMC? That procedure is no more required. Only application to CENTAC is sufficient.
