    A quantity surveyor is a construction industry professional with expert knowledge on construction cost and contracts.He is involved in all stages of a construction project;pre-construction stage,during construction and post construction stage.THE ROLES/RESPONSIBILITIES OF A QUANTITY SURVEYOR DURING THE PRE-CONSTRUCTION STAGE
    Conducting feasibility studies
    to estimate materials, time and labour costs, establish site conditions, viability of the proposed project and hence advice the client accordingly
    Preliminary cost estimating
    To determine what the proposed project is likely to cost for preliminary works such as site office, hoarding, fencing, access roads, water for works, lighting and watching etc
    Advice client on financial matters related to the proposed project
    Preparation of bills of quantities and other tender documents; BQ provides a good basis for cost planning .He prepares other tender documents such as ;specification, drawings, form of tender etc. He checks whether everything issued is correct.
    Advice on the appropriate form of tender
    Gives advice on the best method that will adopted in obtaining tenders from
    contractors for the project. The form of tender depends on the nature of the
    project, time constraint and also of the project etc
    Preparing, negotiating and analyzing costs for tenders and contracts.
    Incase of a negotiated tendering, the qs negotiates with the contractor to agree on a favorable rate.
    Chair evaluation team/tender opening -for technical evaluation
    Tender analysis
    To establish whether there are any errors, omissions and ensure that the documents meet the required standards.
     Advising on a range of legal and contractual issues( arbitration).He is the one who is consulted on legal matters concerning getting to a contract.
     Obtaining quotations from the suppliers to help in quotations. Supplies hand in the quotations for supply of materials and the qs guides members in choosing the best suppliers.
    Pricing bills of quantities -
    this is for the purpose of tendering so that an approximate tender sum is known to be used to compare with the contractors pricing
     Building up unit rates -
    Comes with the unit rates for different items by considering the materials, plant and
    labor costs, profits and overheads necessary for carrying out an activity.
     Preparation of work program me to obtain the project duration
    DURING CONSTRUCTION STAGE
    Valuing of variations-giving a monetary value to all alterations in design , specifications, working conditions etc
    Organize site meetings-site meeting for the project team who includes the architect, engineers, client and contractor
    Preparation of interim payment certificates. He prepare the interim certificate to be signed by the architect s that the contractor can be paid by the client.
    Financial control-He monitors the spending and advices for mechanisms that can be used to help stick to the budget.
    Oversee positive aspect of workmanship. He ensures that the information given in the specification is implemented and the quality of work done is of high quality.
    Chair site meetings. They involve the project team, contractor and subcontractors in order to monitor the progress
    Arbitration. He solves any disputes legally outside the court
    Work remeasurements-done to ascertain the actual measurements for the
    purpose of accurate costing
    POST CONSTRUCTION STAGE
    Preparation of final certificate. This is the document that shall authorize the final payment of the contractor by the client.
    Organizing for and chairing project handing over. This happens after the maintenance period required.
    Arbitration. He solves all disputes even after the construction is over legally outside the court.
    Advice on claims- he advices on the claims which come up by using a
    suitable method to value them eg day works, extension of time, exgratia and
    others
    Preparation of financial final accounts. He prepares a report showing how all finances have been spent on the project.
    Provide maintenance schedule for the contractor. This helps the contractor know what is expected of him during the maintenance period.
