You were wondering why the Laneige Cream Skin Toner was called toner. The purpose of Korean toners is mostly hydration and soothing. There are products out there that have additional benefits like brightening but that's about it. Korean products contain less aggressive actives and if they do contain any, it's usually in the form of a serum or an essence. So you would basically use it like this, from watery to viscous: toner, essence, serum, emulsion, eye cream, cream, sleeping mask. Emulsion and sleeping mask are optional of course, most people don't use them regularly or at all. Depends on your preference. But toners are as essential to me as a cream. In my ten years of being obsessed with Korean skincare, I've never seen a toner with alcohol. It's just western toners, I think.
