Isn't it possible to torque the timing tensioner down to specs, then use the allen key to loosen the tension, and install the belt after. Or is this a workaround advice for people who happened to have installed the belt and aligned the belt first without the tensioner?

I think you need to have the belt installed first and spring to set the pulley at the right angle based on the spring.

Set marks. Tensioner last pulley installed. Spring, Allen, torque. This engine is non interference. You can advance or retard a toof or 2 either cam.
