I don't know about Nigeria but I think you can. Best way is to call the south Korea cultural center in Abuja I think they are the ones responsible for documents authentication. That is the best source to get any information about scholarships in Korea. That is why even the application guideline has all the phone contacts of south Korea's diplomatic missions abroad so that students can call and ask for any information.

Sorry not under psps. But you can try to get a professor scholarship in that university by looking for a professor at the computer science department and emailing them to get funding under them.

I want to ask if someone have master degree in computer science and want to study korean language and culture can be accepted ?if yes then for which level of degree student can be accepted for master or phd?and also want to know is there any scholarship for korean language and culture?
And also want to know can someone be accepted on kaist with cgpa 2.50 /4?

If you already have a masters degree and want to do another undergraduate or masters degree it will be difficult to get admitted because you will have to prove why you want to go back down instead of going high up.
I don't know of any school offering Korean language and culture with a scholarship, there might exist one but you should go to the different university websites and check.
Gpa is important but not the only determinant to get into kaist, your motivation essays and work experience and other things like your research topics can be helpful so do not let your gpa stop you from applying.
