You want to reduce the fraction by the biggest common number. Otherwise, the fraction will not be in simplest form and you can keep reducing it. For #2, three does not go into 28, so you couldn't use it to reduce the fraction.
for reducing fractions problem nr 4 i got 3 over 5 because i divided the fraction by 7, would that also be true? yes right? just not as the simplest form?

With whole numbers what if the first fraction is less than the second fraction and it’s not possible to subtract once you make it and improper fraction

Like in regular subtraction, it would become a negative fraction. For example:
