I believe Fairlight does that because he analyzed that the Victor player has a habit of crouching, which may be due to the player being a former SF player, because low crouching in SF is very common, whereas in Tekken the neutral block from standing is the standard. So throwing that kick out was cause he analyzed and knew that he could probably catch the Victor crouching to open him up.
You can either find their personalized lobbies and join with the intent to troll or in LTGs case (which is less likely), you can jump on ranked and try your best to randomly pair up against him. It's for sure possible, but in some cases for LTG it's improbable.
