This was an Incredible Masterpiece for The Legion of Doom My All Time Favorite Antagonist’s in Legends of Tomorrow and My Third Favorite Villains in The Arrowverse.
I think out of all the Legion Malcolm had the most sympathetic motive. He wanted Rebecca and Tommy back. Using the Spear of Destiny to brainwash Thea into loving him and giving Nyssa a miserable life just because he hated her for taking control of the League of Assassins from him was still petty and evil. But the one with the most selfish motivation was true to form Eobard who wanted to use it to get away from the Black Flash, stop Eddie from killing himself to erase him from existence and go back to trying to ruin Barry's life again.
I mean... He didn't go after Barry and like he said to Ray on the moon "I wanna live" I think that at this point he had already given up on other things (maybe) and just wanted to live I think it was said that he has a family (or someone to go back to) in an erased scene from s1 Flash when Joe talked to him while he was held in the pipeline so maybe he wanted to go back to that person We never see the family members the other legion of doom guys (Merlyn and Darhk) bring back in here so maybe we don't see Eobard's important person (also he wouldn't tell anybody about someone he cares about the Legion might use them against him)
eobard didn't want that, he just wanted to live and change his future so that the zombie flash would leave him alone and so he could finally have what he always wanted to return to his home and get back the people he loved and from his family

Since Lex Luthor is in CW now they can actually start making the Legion of Doom now together with Grodd, Thawne, Snart (Assuming he was revived after the crisis), Deathstroke and other CW villains throughout the years
I don't think a guy who only hates Barry because he couldn't be a hero like Barry is an antihero. Anti heroes do bad things for good reasons. Eobard did evil things for evil reasons. He killed Nora Allen out of spite simply because future Flash Barry got his child self out of the Allen house then framed Barry's dad Henry for it. He killed the real Earth 1 Harrison Wells and stole his appearance, name and identity just so he could build the particle accelerator years before it was supposed to be created so Barry would become The Flash sooner so he could use Barry's speed to get his own superspeed back, rip a hole in the space time continuum, kill Barry and get home to his future because by killing Barry's mother and making it so that Barry never became The Flash Eobard had unknowingly made it so that he didn't get his Reverse Flash powers either standing himself in the present for 15 years. In Legends he was simply using the Legion and wanted to use the Spear of Destiny to prevent himself being erased from existence by Eddie's suicide at the end of The Flash Season 1 from happening so he could again try to kill Barry and his friends and family and get back to the future. So no Eobard is no antihero. He's a villain.
@Xehanort10 In The Comics,Eobard is even worse.A vain,jealous and utterly sociopathic nihilist so contemptuous of human life that he doesn`t think twice about erasing other people that don`t live up to his standards of strength and intelligence or that he views as obstacles to his own personal glory,from the timeline.
I know. Comics Eobard tried to kill Iris for rejecting him, killed every man another woman he was interested in had ever gone out with then when she still rejected him he went back in time and traumatised her as a child causing her to be committed as an adult in the present. He was so evil that Barry killed him by breaking his neck.
Which season features them? Oh, this is a gang of frankly wizards/sorcerers... and you have to conclude that any wizard, a real one, is a member of the devil's gang; so it fits.
