The reason mandalorian armoire in Clone Wars and Rebels is weaker is because they were made of less durable materials as beskar was incredibly rare from the constant mining for it in the past. Even Din Djarin didn’t have a full suit of armor.

The reason beskar is OP in the mandalorian and book of bob fett is because they are made of pure besker, most mandalorian armor was made of an alloy. through their history the alloy got a higher percentage of beskar in it so that threats like jedi could be dealt with, during the empire and post-empire, they needed to keep as many skilled mandalorians from dying as possible so they forwent making an alloy
