My friend dressed like this in the mid 2000s. It's a symbol of rebellion and self-expression for young, depressed migrant workers in china. It's only popular in the countryside or poor cities. Also, it's pronounced sha-ma-tuh, not shay-mate.

okay first of all... Visual Kei is not exclusive to Japan. It originated in Japan, founded by the band X Japan. There are Swedish and even a few american visual kei bands. Second of all, it's not pronounced "shay-mayte". It's most likely pronounced "sh-ah-m-ah-t-eh"

Visual Kai was inspired by Americans Glam/Hair Metal first. Bands like Motley Crue, Kiss, Guns and Roses. Those bands inspired that look in Japan. 1980's American Hair Metal Bands was really big over there.
When Visual Kai became popular there, it inspired the Emo and Scene looks in the West. Then that in turn came to inspired K-Pop and now the Chinese Shamate look.

it doesn't rhyme with playmate, its pronounced shah-mah-tuh, its a transliteration of "smart" in chinese phonemes.

I thought only the Japanese did that kind of style.

Looks more like they discovered the scene look. A look that is pretty dead here in the west.
