Ye it wasn't actually proper reporting, that reporter didn't even know what building he was in. He claimed it was the main contact centre site when the building he's in is actually about a mile and a half away and the DVLA leased it out in order to have more staff working as they can't fit anymore in the main contact centre with the covid guide lines in place which is why the building was half empty when he said about the empty desks etc
Shocking. Absolutely shocking. We have been trying to contact DVLA for months, to renew my husbands license yet phone calls go unanswered. Invitations to contact through email are immediately bounced back, saying that emails can’t be replied to as they contain confidential information. If you try to call any of the numerous numbers on the DVLA site, you end up on a merry-go-round of selections, only for the phone to cut off. This is a government department, responsible for ensuring drivers can legitimately drive in order to conduct their work and day to day lives. To drive without one’s license is an offence. To withhold someone’s license doesn’t appear to be one. Outrageous.
As everyone knew, the shortage of truck drivers was caused by the DVLA sitting at home on full pay. All restrictions have been lifted so why is the office still empty
I gave up waiting and retired. 35 years heavy haulage. Sad for the young trying to get on though. Kudos to The Times and The Sunday Times for exposing this.
The DVLA have been truly shocking for a number of pre COVID years especially in their draconian attitude to HGV drivers. I have had my licence suspended over the last 18 years for heart problems that many times I've lost count. The fight to get it back has been ridiculous and taken 1-2 months longer than my actual suspension. Then for my consultant heart surgeon to state that "At no time should you have ever lost your licence with your condition" is a bitter blow. They can now keep it forever, I've had more than enough of their rudeness and 'Can't give a toss' attitudes.
Well said Mark, I'm in a similar situation, been trying to get it back for 18+ months. Now it's due for renewal, and they can go spin, and they had the nerve to write to me some months ago asking whether I'd consider going back to driving!
Yeah, it must suck when you get your licence to drive a 10 ton death machine held up because you have a medical condition that could put peoples lives in danger. My heart bleeds for you.
The Department for Transport said: "We take these ALLEGATIONS extremely seriously". Its no longer allegations mate, its fact because someone under cover who you didnt expect to be undercover went in and found out the truth for himself. So why are you calling them allegations? Allegation would mean someone who has something negative on the DVLA without any evidence, but yet here we are, watching a video of evidence. This sums up the Department of Transports feelings on the entire situation, they simply don't care, or where doing it, knew about it, but calling it allegations to look innocent.
Took them 4 and a half months to get my truck drivers license renewed towards the end of last year when the truck driver ossue was happening. They try to blame the pandemic for their incompetence. Absolutely ridiculous.
Your ignorence astounds me. "Boohoo, my licence was slow getting back to me", suck it up snowflake. Try place blame where it belongs and not make sweeping statements about things you have zero idea about.
Funny how the self employed managed to continue working during the pandemic! I've earned more during pandemic as sitting at home wasn't an option. Also doesn't help that DVLA is based in Wales which has had some of the strictest Covid rules. If I was the government I'd seriously look at moving the whole department to a part of the country that wanted the work.
@@GaryBox Actually, most of the self-employed whinged about having their livelihoods taken away by lockdowns. You then had the private sector fiddling furlough in order to insulate their profit margins. Ironically, the ones who worked the most were public servants.
This is absolute scandal at it's best, As a driving instructor some of my students still haven't received their licences back and it's been over 6 months, contact number is good as none existent, and wouldn't reply to emails, It's now possible to apply online for a lost or renewal but unfortunately if there's a change of address then you'll have to fill in a D1 form and send it off, And that's where the problem lies. Because these incompetent over paid employee's wouldn't bother to deal with it. This needs to be sorted and investigated
I applied for my licence back 6 months ago. Tomorrow is the medical after spending all this time jumping through hoops. Mine was suspended because i developed epilepsy. I've been seizure free the required amount of time. I'm free from it now but now I feel nothing but rage and anger because I done my time which was a painful 12months but 6 months after that I still can't drive. I suspect that after my medical its going to be another 3 months before some git looks at it. Its absolutely scandalou. Theyre messing with people's life's and livelihoods@@HumbleWordsmith
Say it as it is: I started work at a nearby Local Authority during Covid and work mostly from home. I found most of my department to be serious about delivering their work despite Covid restrictions and backed up by an IT department that's made do, with limited resources. There is no excuse for the DVLA when other government offices are making it work.
Trying to make it work. I don't deny that most people are working hard to clear the backlogs.. my neice works in the backlog department of Nationwide, she says they are still working with over a years backlog.. and have hundreds of people working in her floor.. imagine what it is like for the dvla or the dole office.. with millions upon millions of backlogs.. but whilst that is the reason.. it still isn't a valid excuse. They can buy more office space, install better networks and computers.. employ more people.. we're sending guns to ukraine.. I'm sure we can clear a backlog if we actually wanted to.
@@terrybrooks395 Yes you are correct but they can’t have rented enough otherwise they wouldn’t be in such a mess. In any case why can’t they process some of the applications at home ? Lots of others have been working from home on their own computers. I know lots of people doing that even sone MP’s.

I tried to apply on line for my mother’s 70+ licence renewal. The website bounced me out without warning and I couldn’t get back in again. After some 30+ abortive attempts to get through to DVLA I gave up and wrote in with a completed form, wasting hours of my time. Any commercial company would be bankrupt with that service. Bastards.
My mother had the same issue with the local census.. I had to do it in the end for her. along with my own household, it worked fine for me.. as fine as filling out lines of useless answers was.
@ian d . In spite of my being a practically helpless dodderer, having achieved the grand old age of 70 last year, I still somehow managed to struggle through the very straightforward on-line application process entirely ALONE ! Admittedly, it did take me several minutes and my tea was almost cold by the time I'd finished. . . After an extremely tense three or four seconds, my confirmation e-mail from the DVLA finally arrived ... This was followed by almost a whole nerve-wracking week of waiting for my new license to come. Bastards ! Isn't it about time this type of brutal ageism was stamped out once and for all ?
Last sentence: correct. Shapps - or someone less useless - should use the antiquated computer system as the reason to build a replacement DVLA somewhere where there's a work ethic. Bristol or Swindon along the M4 or even Wrexham in North Wales. Whatever it costs to get rid of this bunch of skivers would be worth it. And what does the South Wales Labour dominated Welsh Assembly say about this mess: deaf, dumb and blind sums it up.
@@longjonwhite Being 70 you will also be aware you used to able to tax your car at the local dvla offices, or in any biggish post-office, there and then. This is not incompetence. This is deliberate. I'm sure there are also instances of incompetence and skiving, but the size of this problem and its persistence over years shows that it suits someone's agenda. I wonder if it is about (1) transitioning transport away from human drivers to self-driving vehicles, (2) providing a plausible cover for the deliberate destruction of the supply chain, (3) creating so much of a problem / reaction / solution with traditional physical driving licences that people will end up begging to have digital ID. I wonder if Grant Shapps is a friend of Klaus Schwab's? That would certainly explain it. Traitors.
Very well considered points Sarah , call me cynical but I would say that the whole fiasco is just another "part of the plan". It would be interesting to know what our learned friend on the Isle of Wight makes of this theory !

I sent my licence back to have a new photo in November 21, I received a medical form in February 22. Couldn’t do it online because I don’t have a passport so forced to return by post. Managed to get through to DVLA only to be told it was with medical and put through to their phone which rang and rang and rang then cut me off, now if you attempt to call and choose the option for medical, you hear a message telling you all the lines are busy and then cut you off and I’m talking about 9am. It’s disgusting.
The thing with the DVLA is that even in normal times they are incompetent. This has always been the case with the DVLA, yet the UK government does nothing to improve the system.
Thank you so much for finally documenting this shamble of an operation. Licenses can be renewed SAME DAY in some countries but it took me 5 months here in the UK and had to send my passport too. There was no way to track my renewal application status either.
If they ask for documents, put copies on line and tell them to download them from there. So your application is in the public domain - and carry on driving - as you're entitled to do while they might process your papers.
Thank you sir for carrying out this investigation, I had been waiting since November for my HGV licence and trying to call for an update, 82 tries in one day was my record! Amazingly, since this report was released, I now have my licence. Someone needs to be answerable for this disgusting situation.

I'm happy to see what is really going on in Swansea as I have now been waiting for my renewal licence (as I have a medical condition). I knew it would take longer than others without needing information from my doctor, but I only got a medical form from the DVLA in January 2022, but I made my application on 11th of March 2021.
Same here, I sent them my form in November 2021 to Swansea but I got it back with my info wrong. My name was spelt differently, and they wanted proof of me having that name, which I never had.... I tried calling them for days but no luck, so I sent all my stuff back in again with a letter I wrote explaining why I can't provide evidence of a name I never had and it was your mistake... I'm still waiting. Goodluck with yours man.
Same oddly enough. Application March 2021, medical at doctors early Jan 2022. It literally took them nine month to open my application, read it, and bat it back to the doctor. The real amusing part.. the form he had to fill in on my behalf was asking the exact same questions I was asked on mine. Oh well, back to the end of the pile I go for another nine month I expect.
I applied for my medical renewal in February 2021, I ended up contacting them via Messenger. The did eventually contact and speak to me in May 2021. @@paulfoulds3675 I totally concur ! Entitled to drive unless licence is suspended or revoked. Providing that's not the case, previous licence is still valid. If idiot public only bothered to understand the law.
Problems with the DVLA didn't start with Covid-19. I notified them about my Sleep Apnoea; they wrote back to me saying I could no longer drive from the day before I could have possibly received the letter. I was already under effective treatment for my condition, but if I'd been stopped by the police I would have been prosecuted. I was not allowed to drive for three and a half months, and only the intervention of my MP got me my license back. Many people have had to renew their license in the past for things like a change of address. When their license was returned, driving categories they'd had for years were missing. The DVLA were not interested in correcting the problem. I've heard that this is still going on.
Thank you Paul for your investigation into the DVLA. Like alot of the comments on here I have been waiting a long time for my licence to be renewed it's been 8 months since my renewal application was sent into DVLA have emailed recieved standard reply. Good luck to all on trying to navigate this total incompetence.
I work for an outsource call centre provider company. We went from zero working from home to about 90%+ working productively from home in a matter of weeks at the start of the pandemic. DVLA's failure to get people WFH effectively is pathetic. Their IT clearly either didn't try hard enough, or were not given the resources to make it happen, or were blocked in some way by management. I absolutely believe what the DVLA staff said about tech issues stopping people getting on, and don't believe for a moment the line from the high-ups about 'personal data issues' being the cause. The parts about not being allowed to tell the truth to due to directives from upon high rings true as well, I've worked on government contracts and that sounds pretty familiar.
This issue isn't a call-centre matter, and it's less a matter of IT than of logistics. Even if staff had access to all their IT systems at home, more than 60,000 postal applications would have to be divvied up and delivered to hundreds of staff every day. Many of those applications will have personal and/or sensitive information and even more will contain payments, so they'd have to be securely handled (God knows where... in the living room?) and collected for archiving or disposal at the end of each day. That doesn't sound like a straightforward exercise to me, and it's certainly far more complicated than taking calls at a call centre.
@ftumschk couldn't agree more to much paper based documents. Staff are extremely limited in what they can do at home and also millions of pieces of personal data at risk
@@suedenim6590 It's emphatically not deliberate. Have you any idea how complex government "legacy" IT systems are, and how difficult it is to digitize them? I wish conspiracy theorists would just THINK THINGS THROUGH.

@@susancurtis1651 The OP said new drivers. Although my query has been answered as my nephew has just passed his test and he can get insurance straight away, as the driving examiner takes the provisional off you and then gives you paperwork that proves you've passed, you can get insurance using this paperwork. This again then leads me to say that the OP is mistaken on this matter.
I had to wait over 5 months from August last year for a renewed license. As a delivery driver my insurance company wouldnt cover me til I had my license. So I was out of my main job. Costing me thousands of pounds and causing my life much damage as a result.

@@MegaRugster They do not write "netcode" since most applications are usermode, and computer networking was not a common thing in the 80s. Almost all institutions didn't utilize the internet until ~1996, with the earliest starting at 1994. "Netcode" is a colloquial term used for video game networking capabilities, the majority of which concerns logic of what messages to send to the hub (server) and what messages will be received by your client, the spoke. Video games may need to update state every 1/30th, 1/60th etc. of a second, hence latency is an issue - however, business applications do not suffer from this problem and even increased message efficiency and throughput are not particularly helpful.
@@alalala132whyisthishandletaken I used to install networks in company sites in edinburgh, they always go for the cheapest setup and usually within weeks of initial setup are complaining of failures. Spread this over the entire industry.. gov v private v small business.. everyone is the same. Preference is for cheapest, ie 1980s networks over newer tech. Using old "tried and tested" database systems over newer cloud designs etc. Even Sky and Virgin use fairly ancient tech compared to say Steam or Epic or Amazon.. my point is, most gov networks, hardware is slow, buggy and poorly designed. Because they want the cheapest. Pay peanuts, get monkeys. As for netcode itself, yes, many softwares come supplied with their own specific netcode, but it still needs to run on a network often in use by multiple systems and softwares. With people often trying to patch fix multiple systems to work more efficiently. ie cross platform etc Amazon tried this with terrible success, although it did highlight some interesting finds.
I moved abroad to the EU and took my UK registered car with me. After 3 months the MOT ran out and I scrapped it in Hungary. @Christopher Gray well like they didn't have a choice in going off work they don't have a choice in coming back to work. Nearly all DVLA staff are currently working from home or in the office and the backlogs are starting to decrease. (So not too bad as I felt it was moving along). I returned these immediately and they took another 6 months to do anything. They eventually contacted my GP in late 2021 and my GP responded within a couple of weeks. And it's now back with the DVLA and I'm waiting for them again. They are absolutely useless. When I do call to chase it up, when I I eventually get through, they just say it's awaiting processing and when I ask for an indication of timescales they say they can't answer that. They are just really unhelpful. Over a year since I originally applied I am still waiting.
I can believe it. It actually took two, yes two years to get my licence back due to medical issues. I was stuck without a car living in the countryside without the option of public transport.
Then how come I was working shoulder to shoulder in a warehouse with hundreds of peopl all night at the height of the lockdowns? As we moved to a hybrid working model, we've maintained service and call wait times to the same tolerances as pre-Covid. How did we do this? We planned, we managed it and we used technology. You only have to listen to that woman joking about getting her TV interrupted as she 'works' from home to gauge how well they monitor staff productivity when working remotely. Do that under my watch and you're fired. No different from being in the office. As a customer service and contact centre professional, watching this video makes me cringe.
Yeah big boy, try it with a heavy union controlled workforce on your back, in the blink of an eye you'd have zero people doing any work at all These institutions have never really regained control for the 1960's and 70's it's impossible without heavy handed reform and that's simply not in the control of the managers Do you know how frustrating it is to have 3 great staff but ten others who miraculously "test positive" and have to stay home for 10 days every few weeks and get away with impunity or else it's all out on strike, protected by UK employment laws?
Now take that and try doinging it with the personal details of millions of people through licences, medical records and vehicles and see if you can still pull it off without the risk of serious data breaches. Also 60,000 peices of paper mail a day can't be shipped to staffs houses.
My son, who is receipt of PIP due to arthritis, has been waiting 11 months to receive his provisional license, he's sent numerous emails, connected citizens advice and has now finally received a reply from a senior manager, what is the recourse for compensation, he should of been learning to drive last summer, he'll be luck if it's this summer. The whole thing is an absolute disgrace. If it had been me, I would of been taking legal action, due to increased costs incurred.
I'm a bus driver, I had a company medical passed that and then sent my license of to the DVLA, it took 7 months and having to send a new photo to get it back, that were bad enough before the pandemic.
Amazing how when the shortage of licensed HGV drivers became critical they decided to have strikes. But of course it would be cynical to suggest that politics have played a part in all this mess.
DVLA have always created extra work for themselves, certain things you can only do by writing in, rather than online or by phone, some things also that could be all done at onces, say change of tax class, and change of owner at the same time, nope. have to send it in twice. ludicrous, and frustratingly slow. Hate the way they rip us off for road tax now when you change owners, one month gets paid by old owner and new owner. Having to 'tax' a car even when its free is another thing that creates extra work, if no payment is needed, leave it in a legal on the road state until instructed otherwise!
This was feb 22 ? and they are all still at home ? Meanwhile most have been back in the office for a year. People believe that unions help, they dont, they are just a money pit
My friend who is a widower aged 70 has been unable to drive for a year due to a medical condition which has been resolved. My own licence was due for medical renewal last November. I am fit to drive and experienced a delay. I wrote to my MP who contacted DVLA on my behalf. My licence was issued within days!
As an Optometrist who has done many DVLA eye examinations over the past two years, all my patients have the same complaint: 1) DVLA never answer any calls 2) they prolong all applications by many months 3) this is something ive noticed, even if a patient is not diagnosed with an eye condition, or if a patient used to have an eye condition which has been treated or resolved, DVLA would still request an eye test even if not necessary to issue a licence which is a waste of time!
I note the reporter did not ask how many of the staff had died from Covid or explain why it was reported as the biggest workplace Covid out break in the uk was the DVLA. Didn’t ask how many staff had left as a result of the Covid situation. This so called investigation is nothing but red meat for tory supporters. It’s not working from home that’s the problem but the DVLA has not provide access for home workers to the appropriate IT system. Failed or organise mail drops and pick ups to homeworkers. If anything it’s a failure of the Ministry of Transport and the buck stops with Shaps! However I renewed my drivers licence and that took 5 days I also reregistered a car which took 3 weeks. Not quite in my opinion, what this Murdoch’s mole trumpeted.
What should we expect from unaccountable civil servants. We pay their wages and their holiday and sick pay and their pensions and in return we get two fingers. The same treatment we get from all the other civil servants in all sectors. They are all on the gravy train. From bin men on strike and council workers who never pick up the phone. Rather than actually doing the job WE pay them to do. How can some of the poorest areas in England also be in the highest council tax areas? Poor senior management and unaccountable. You couldn't act like that working for a private company. You would be out the door.
It isn't just the DVLA that is in this situation.. but the dole offices, the inland revenue as well.. all government run offices are like this.. I've been waiting over 6 months for a decision to be made on a tax credit overpayment to be resolved and over a year now of a tax refund to be actioned. I am also waiting for my PCV licence to be updated so I can start working as a Bus Driver for months. It's disgraceful and it is because it is all run by incompetent & untouchable government ministers.

Those people.. people who want power.. over others, I have no time or place for them. It is and always will be, the Dole Office. 15 yrs ago I started work for Amazon, 2 yrs later they laid me off, they were moving offices etc. The tax credit people kept paying me for 6 months, even tho I was calling them every 2-3 weeks to get the payments stopped, it put me in debt by 1500, which at the time I could have repaid, but they didn't have the facilty to accept payments, only to deduct money every month until the end of time. 13 yrs later.. my son now 19 and out of college, my payments stop for child tax credit and I am still £800 in debt from 13 years ago. Now they want the money back and there is a facility to actually pay it. But the inland revenue owe me £1010 in overpaid taxes. So I ain't paying them, until they pay me. Had to apply for two new v5s during covid due to getting new car and then moving address. First v5 didn't turn up, but I thought maybe it was previous owners fault, so had to order replacement, that turned up after months. Then when I moved, I applied for a new one, and that one just completely didn't turn up at all. Had to sell the car without v5 when it came to it :')
Not just driving licences. I bought a used car mid-Feb2022 from a main dealer. 4 weeks later and I still don't have the V5C logbook although the dealer tells me that people who were lucky enough to buy a new car on March 1 from them have had their V5C's in the post. I've never waited this long for a V5C before, should be a very simple process to send one out.
I had to wait a year for my provisional. I had to keep in contact, because they were messing up my application, by saying they deleted it but then a month or two later i found out they didnt delete it, and i asked to keep my application going. They also constantly sent numerous correctly filled forms back to me including duplicate blank forms. At one point they asked me for something that they gave back to me which annoyed me, so i gave it back to them cause they asked for it again and i specifically asked twice are you sure theres nothing else you need? They said no they have everything. And what did they do days/weeks later? They said they wanted something else. Wasting my time. They could of said they wanted this and that as well right there and then. But nooo. They say the most stupid excuses. I even complained and they completley glossed over what i was saying. Didnt even read my complaint properly. Another thing they do is they send out letters contradicting each other. One time i had a letter saying id have to apply again or something cause i ran out of time or something, and then i phoned them in a panic and they said ignore it, it was a mistake theres another letter coming to you anyways. Contacting them is a nightmare. You have to ring like 60+ times to be able to finally get through.
Utterly ashamed of these “people” no amount of excuses can ever make up for what dvla has done. Should be shut down. You all made to pay back the money yous received and restarted. I pray you get the big C that goes for all of you

This is not incompetence. This is deliberate. I'm sure there are also instances of incompetence and skiving, but the size of this problem and its persistence over years shows that it suits someone's agenda.
It's deliberate. Everything will grind to a beurocratic standstill and then they'll offer universal digital id's as a "saviour"

It's bloody ridiculous. It's only recently they've moved any of their services to online because people insisted. Otherwise we'd still be doing everything on paper via the Post Office.
How do they get insurance when they have not got their full licence?
Perhaps the Swansea DVLA office should be shut down and a return to the previous paper system when you could apply at a local DVLA office
@@John-ed2wj Their licence was valid when they got their insurance and expired later on at a guess.
That's why they were so afraid of "pandemic", because they need to go back and do some work not getting paid for doing nothing
I had to wait over 5 months from August last year for a renewed license. As a delivery driver my insurance company wouldnt cover me til I had my license. So I was out of my main job. Costing me thousands of pounds and causing my life much damage as a result.

Reminds me of when the DWP websites only worked with ancient browsers. If their IT department were that incompetent, they wouldn't been able to build the site in the first place. Therefore, there must have been some bizarre financial or political crippling going on. Same must be happening here.
There are dwp offices still using CRT Monitors.. I can imagine their netcode is still in the 1980s..
@@MegaRugster all dwp is shocking
Contractors built their service network which includes their office systems, private outsourcing is typical from the government. They hire people who struggle to print anything from a computer let alone have any real technical knowledge.
@@peterbennet7145 Grant is the Secretary of State for Transport. driving licences are issued by the Secretary of State as detailed in the Road Traffic Act 1988. the Secretary of State also has power to revoke licences under this legislation. in practice, it is the DVLA that work on behalf of the Secretary of State to do these things.

(So not too bad as I felt it was moving along). I returned these immediately and they took another 6 months to do anything. They eventually contacted my GP in late 2021 and my GP responded within a couple of weeks. And it's now back with the DVLA and I'm waiting for them again. They are absolutely useless. Senior Management should be fired, end of. I'm a senior contact centre manager, we have an FTE of 3,500. We were able to get 75% of staff working remotely with full system access within 3 weeks of first lockdown and 100% within 6 weeks.

As an Optometrist who has done many DVLA eye examinations over the past two years, all my patients have the same complaint:
1) DVLA never answer any calls
2) they prolong all applications by many months
3) this is something ive noticed, even if a patient is not diagnosed with an eye condition, or if a patient used to have an eye condition which has been treated or resolved, DVLA would still request an eye test even if not necessary to issue a licence which is a waste of time!
And exactly who in the DVLA thinks this is acceptable? That person needs to be held accountable.
