The Seller (Drawer) will be paid in advance by the Buyers Bank of the accepted Bill of exchange of the Buyer.
Please tell me what about the rate fluctuation e.g if drawer will get the funds when dollar is on peak and bank will get the funds after 90 days when dollar become much less then the time bill actually discounted. Please do reply.

Sir agar drawee(buyer) future me(within 90 days) insolvent hua to bank ko pure 10 lakh to nahi milege so jo bad debts ayi he vo bank ko hi accept karna padega ya vo bad debts B person (drawer or seller) accept karega?
No if buyer/acceptor declares insolvency in future than bank can demand the amount from drawer and can settle the amou from drawer. In most cases on behalf of buyer buyer's nominated bank are giving acceptance.

No, buyer will not pay the discounted amount to seller. as the seller needs the amount urgently to run their business (working capital), because of this seller contact bank to get his money urgently, as this bank charge some interest , this is called bill of discounting.
