It has nothing to do with reduced voltage but with reduced starting current. You start with 2 windings in serie so a bigger resistance and then in dekta with the voltage over a single coil and thus higher current.

Wye/Delta and you need a lockout relay else if you push both the Wye and Delta relays at the same time, boom!
