I found it pretty useful to use improve relations rather than council diplomatic effort if you're having issues with a single nation, that way you aren't wasting pp.
Should’ve done the Gotthardbund path, it’s so much fun and you get Austria and if you play your cards right, all of the Alpine territories of France and Italy for free

Due to the multiverse theory, that means there is a timeline were the Swiss aren't renowned for their neutrality, but instead for their insane tenacity in war.
I can even see their history books telling about "The Siege of the Alps", in which Switzerland held the might of the Axis by itself. "The Siege of the Alps is considered the most dark moment in WW2, in which the Swiss Confederation, after a tenacious defense in Belgium and France, had to retreat its forces to Switzerland itself for not holding sufficient trust in the vacilating french advances in Italy. And for almost 5 years, the nation held the entire might of the Axis alone in an unprecedented manner in history, using the advantages of favorable terrain, vast supply deposits, well planned defenses, and a professional army that achieved feats of impressive discipline, courage and honor, with many a feat of valor being recorded: the Defense of Fort 227, manned by the 13th Militia Forces, called "Black Agnes Maidens", an all-female regiment, gained renown by their tenacity and their sheer mockery of Axis military by inspiring themselves in the figure of Agnes of Dunbar, or "Black Agnes", in which German generals saw with astonishment the Swiss regiment using pieces of white cloth to "clean" the walls of the fortification after each bombardment and the brutal retaliation using precise mortar strikes, forcing the surrender or retreat of 9 regiments and the execution of 3 german generals for incompetence, or the Battle of the Southern Gate, in which the 8th Militia Forces held the passage to the interior of the country against an entire Italian Army, and from this, receiving the monicker "Leonida's Heirs", being commemded respect from even the Italian high command, the 2nd Mountaineer Regiment, known as "Helvetic Giants", gained vast renown for never losing a single soldier in battle, their size (it is required to be at least 6'5"), their impressive feats of resilience and strength, and their talent as choir singers learned from a Soviet choir teacher who was a tourist that volunteered when the country was surrounded. But the greatest of those were when, once the Axis begun to suffer an overwhelming attack of the Soviets in the East, the entire country resonated with the clarion call of Alphorns in what became known as "The Great Charge", in which the Swiss Army made an all-or-nothing assault towards Italy, and obtaining their surrender in less then 5 months. This event is remembered to this day with a national holiday, and a law in which the song used for this assault (called "The War-call of Gabriel") must not be played in Switzerland except in this day."

(og 1 year old comment got deleted by TH-cam.) WW2 The Alpine Front September 1, 1939 - October 7, 1944 The Alpine Front had officially started in September 1, 1939 when the Swiss were called in by the Polish Army however fighting would not start in Switzerland until October 27,1939. Battle of Belgium October 27, 1939 - May 24, 1940 The fighting for the Swiss Army didn't officially start however until October 27, 1939 when Swiss Troops were brought to hold the Belgian Front. The Swiss Troops fought hard in Belgium but they we're eventually pushed back by the Germans to Mainland France in May 5, 1940 Belgian troops tried desperately to hold on to whatever land they still had to no avail. By May 24, all pockets of Belgian resistance still in Belgium was effectively cleared and the rest of the Belgian forces had either retreated to France, surrendered and Captured by the Germans or died. Battle of France October 27, 1939 - September 20, 1940 Although the Battle of France began on October 27, 1939 fighting on the French Northern Border had not started until May 5, 1940. It seemed like the Germans would be stopped at the Northern Border the Combined Allied Armies but due to the constant German and Italian attacks on Mainland Switzerland and the Alpine Line falling to the Italians, the Swiss Army in France decided that there would be no way for France to stop the oncoming Italian and German armies from the South so they decided to fall back and regroup in the Mainland on July 17, 1940 However they were wrong. The French had indeed managed to push the Italians back but it was far too late as the Swiss Army had already left. Due to the loss of Switzerland on the frontline the Allied Armies in France were demoralized but continued to deliver dogged resistance. Paris fell on September 16, 1940 and it was said that all pockets of resistance in france were effectively cleared in September 20 and the rest of the Allied Armies in France had either retreated South into Africa, retreated into Switzerland, or ended up being captured by the Germans or killed by the Germans. The Siege of the Alps. July 17, 1940 - October 7, 1944 (End of War) Swiss Troops were forced to return to the Mainland Switzerland due to the Fall of the Alpine Line on the Franco-Italian Border. After hearing of the French pushing the Italians out of the Alpine Line back into Italy, General Stakuyi's mind was in a fickle to choose between helping the French or abandoning them. General Stakuyi had chosen to abandon them leading to the Fall of France in September 20, 1940 Switzerland was now surrounded by Enemy Forces and a desperate 4 year defense starts. The Germans had declared war on Yugoslavia which bought the Swiss some time to prepare and repair their defenses. General Stakuyi was panicking hoping that the Germans would Declare war on the Soviets anytime soon but that didn't happen. On December 24, 1942 An unknown officer heard General Stakuyi say "This might've been a mistake" The Germans continued pounding shell after shell into the mountainous bastion of the Alps. But then it Happened. April 26, 1944 The Romanians, Allies of the Germans had declared war on the Soviets over the lost Romanian territories of Bessarabia which forced the Germans to also declare war on the Soviets too. On the same day of the German declaration of war against the Soviet Union An unknown officer heard General Stakuyi say "FINALLY, FINALLY" The Soviets rapidly advanced surprising the Germans causing a near instantaneous collapse of the German front line. And then on August 13, 1944 the Soviets officially Liberated Warsaw. And then a month passes and on September 6th, 1944 Berlin has fallen. And then another month passes and The German Reich officially surrendered on October 7, 1944 And then the Alpine Front of WW2 came to an end.
