As much as we all wanted Casper to become human (and stay that way), he understood that doing so would leave Cat an orphan who would have to go into the foster system. She already lost her mother. Losing her father too and being left alone would have been devastating. She is still a child after all. Casper was noble and sacrificed his opportunity to be human again so that Cat could have her dad back.

Yeah, you have to think about Kat’s well-being and mental health too! She lost her mother and well lost her father. She would have been an orphan and because Kat is someone who Casper truly cares for and wants her to have a happy life. He was admirable enough to sacrifice his dream for a family to be together. In which unfortunately for him, he decided to not cross over because he wanted to stay with his father. Then after his father died, he continued to stay to keep a sane and balanced environment in Whipstaff Manor. I can’t imagine what the manor would be if Casper wasn’t there and it was just 3 crazy ghosts.
