He actually kidnapped Starr at one point and didn't even let her know it was him so she was really frantic. And Todd is unpredictable with an irrational, hair trigger temper. In addition, recently he has badly betrayed her twice. She even considers taking Jack or marrying max which shows how mistrustful she is because she was considering those actions in spite of the fact that she still loved Todd.
