  • Mr Valentine Obienyem, the media aide to the former Governor of Anambra State, Peter Obi, makes statements countering claims of the current administration about the debt profile of the State.
    Mr Obienyem said that the 75 billion Naira left by the former administration was in cash and investments, contrary to claims that Mr Obi said he left 75 billion Naira cash.
    He gives a breakdown of the investments and cash left by the former Governor.
    "The money he left is actually over 37 billion Naira in liquid cash," he said.

    Obi will block oil thefts, looters and unnecessary spending in governance , deal with bogus figures in contracts. Obi will save billions of $ year from this areas to improve the lives of Nigerians. Every Nigerian that desire good Nigeria should support obi, introspective of tribe and religion.

    Unfortunately, we have interviewers who are so daft when it comes to contracts, they ought to have down some research before coming to display their naivety. Contracts all over the world are done on the principles of Earned Value Management system. The contractors don't do the contract all at once, several activities are involved, and so when they finish certain miles stones, certificates are issued and verified and the contractor is paid, that helps the cash flow for the contractor to continue working and the cycle continues till the whole contract is completed. Now Peter OBI is right to say he wasn't owing any contractor, as long as he paid for all work done and certificates issued. The rest of the work left for the new governor is not a debt but part of his own administrations works to be done, and when the work is done, they also pay the contractor. But I want to know how much Obiano left for Soludo in liquid cash.

      You have given the best response so far. Your explanation and expression are concise, clear, and logical. As for the interviewers, while Channels is great, sometimes they treat reportage like Soap Opera and try to promote drama and sensationalism. One irritating thing to view is when a respondent is giving an explanation and they cut him off a few seconds to the end of his speech, preventing the point to be clearly expressed, especially when the interviewee is not extremely articulate. Great job you've done in the explanation you've given.

      @@chiebele9443 I'm talking of what stood out to me, there are many other things like his ability to express himself in simple words(raw intelligence); his simplicity in interaction(humility): not acting bigger than the presenters like his successor did etc. Obi seems to pay attention to vital details before hiring and that's going to be huge for us, it feels like a dream!

Peter Obi has come out to defend this all the time during the day he handed over the state account to the government that succeeded him and after he left office he still said the same. I heard from him that the Three directors of that bank were in attendance when he declared the money. then, those directors did not object to him. Then, why are these people chasing the shadow while running away from the light?

    Certificates of completion is what he is talking about. Contractors get paid according to what they have done as shown in Certificates of completion. The guy is spot on. The interviewers are asking about things they couldn't comprehend.

    I am extremely excited about this Anambra state saga. This is what is expected of intelligent people. Peter Obie has tried. He made decisions based on variables he was confronted with as at the time he made the decisions . I suggest the present Government should move on and take excellent decisions that will equally demonstrate it's skills, knowledge and capacity to govern like Peter Obi did. Governor Ambode of Lagos took over and improved on his predecessors achievements. Remember the great Ikemba of Nnewi the legendary: Saying that we must be futuristic as God Almighty fixes our eyes at our foreheads and not at the back for visionary leadership. Once again I commend the two Governors for their intelligence and constructive criticism to moving Anambra state forward. Other states Governors that couldn't pay staff salaries should go and learn from Anambra. We shall get to the promise land. God bless Anambra state!!!     This is a very stupid conversation. In all his speeches, Obi said he's not owing for any job that is completed and certified. He never said that he paid for all the contracts he awarded. Why don't these media people go after Rochas Okorocha and the likes?

      People talk abt Lagos. Lagos already had its foundation laid with Federal money as former capital of Nigeria with numerous foreign investors who were attracted by the same. The governors of Lagos only Bank on the already existing structure. Besides that, no other state can match the stride recorded by Anambra.

    You pay the contractor based on the certificate of completion he presents. If the agreement is to present certificates at 24, 50 , 75 , then 100%, then they are paid when those certificates of completion are presented. It would be dishonest for Peter Obi to claim sole credit for contracts initiated and only for example 25% complete. It would also be dishonest for Willie Obiano to claim he met a lot of debt when all certificates of completion had been honoured. All they each had to do was present the list of projects and what stage of completion they were as at handover.

      The fact is that Obiano could even terminate the contract the day he took office and the state wouldn't be owing the contractors any money. You don't expect an outgoing governor to pay for contract that's yet to mature when the new governor will be receiving monthly allocations.

    Government is in continuity, so yes if a tenure is ended and a project is not completed it is the newly sitting government to follow through and deliver to the completion of the project, that's how growth and development happens - not to abandon projects like other leaders do - CONTINUITY is the word and should be understood by any leader

    Channels TV, you guys always want to prove that you are good at probing and asking unnecessary questions.
    In contract accounting, the certificate he is talking about literally means "a Certified Portion" of the total contract. In other words, if the job is worth N1 billion, and mobilisation of N200m is paid, as the work progresses, there will be a need to appraise the contract to ascertain the completion value. This is the CERTIFICATE the man is talking about, not that uncompleted job was paid for in advance. so the value completed (in line with their MOU) will be paid. These are just agents of retrogression in Nigeria. Did Peter complain about the several Billions of Liability he met? It is only those who have nothing to offer that keep complaining like we have been experiencing in Nigeria.

    That interviewer in the middle is not Smart at all. The aid was trying to explain to him that Mr Obi is paying the contractors as they do the job and not paying for the whole kilometers awarded at once. The new governor was so myopic to go and start calling out for Mr Obi instead of him to follow suit and continue from where he stopped or even consult Mr Obi for guidance or clarification. Thank Goodness for Mr Obi's accountability and fairness. If Nigerian youths miss voting in Mr Obi in 2023, I will never ever pity for them again. Then I will know that they love their oppressors.

    In law of contract, you only make payment upon receipt of certificate of work done. As at the end of his tenure, all work done for which certificate was duly issued had all been paid. Since government is continuous, the present administration should carry on

    I hardly comment on TH-cam videos but on this I have to comment.
    This is the problem I have with most (if not all) Nigerian TV stations and their staff (yes, I said staff not journalists).
    Why?
    They don't make enquiry or due investigation on a topic before bringing anyone to speak on it. It's written all over them that they don't even understand what the man is talking about.
    They don't understand how procurement (law) works. It's a same to watch.
    I can also bet you that they didn't get the documents from him to make further investigation on it.
    They just sit there day and day out and talk hearsay.
    No professionalism at all

    Based on work done at the time there was no debt, but investment to aid future needs and contracts to pay because investment yields more with time and if well organized the remaining 80% will be taking care of by the investment with alot more near cash left to support another government.
    Because think about it, if 186billion is for the contact, and 20% which is 36billion was paid, and the Balance of 144billion was left, of which 75billion was ready as cash and investments! But no paid because the work was not done or say completed.
    Now are you telling me in the next 4years that the investment of 75billion cannot double or triple in that amount of time??
    Mind that balance left, on the assumption that they have finished their work would be 144b - 75b = 69b
    That is 69billion,
    So you're saying with the investment of 75billion, a sum of 69billion can't be attained??
    Please it's obvious that they dislike the fact that the 9billion in cash was too small for them to share, as when they heard 75billion they were already thinking of how to share it, but realized that sharing those investment secretly will be more difficult, because of how transparent Peter Obi Made them to be.

      Bro governance is a continuous project, the federal government didn't stop paying the state allocation and security votes, hence the Obiano should be able to complete payment for contracts not yet done just as Peter Obi paid that of Ngige and didn't use that as an excuse. It's part of the handover, was he expecting Peter to pay for projects of 10yrs to come when the Fg hasn't sent allocation for 10yrs. If I was him I would have continued with the policies of Peter Obi to continue to save 5% of save revenue while I pay for the jobs as they finish as well as Fg allocation arrives.
