It depends. I live in a small CA gold rush town, that could be considered a ghost town to some. If buisness that serve the people in the community exsist not a ghost town. If people are their to take care of the historical buildings - not a ghost town. If the town exsists only to give people within 12 miles of the building an address - maybe. The town I live in, was built by french miners, is surrouned by hydromining scars, and abandoned mines. The only reason we don't have abandoned buildings is because the wildfires take them out pretty quickly. We have no mayor, or city council, no police or sheriff , And only one buisness in town is the saloon. If it wasn't for the shady stuff that goes on in the woods, I would say it was a ghost town.

I live near Port Gamble - it is not a ghost town, it has a lot of people living there, several stores, several parks, hotels, a wedding pavilion / conference center, and a graveyard that is actively maintained. Just a regular small town. Index isn't a ghost town either, as people still live there also.

You made it sound like Index doesn't exist anymore,but does. It's just a really small town. This is the first time I have ever heard someone call Port Gamble a ghost town. And I've lived in Washington my whole life. Been to Port Gamble many times. It a nice little town.
