That’s because that IS Max Headroom voicing the Pink Panther. The same actor who played Max Headroom is the same guy who voices the Pink Panther in the 1993 Pink Panther series. The actor’s name is Matt Frewer.

@TheMrME1 this came from the pink panther cartoon series from the early 90's which was basically a reboot of the original 1960's cartoons, but it was made more unique by having characters from other cartoons on the pink panther 60's series appear along side the pink panther & he was able to talk all the time, Yes it sure was a great cartoon for me to watch growing up.
