you need two phone calls to do this
1 grab a jetpack and fly to the boat school
2 start boat school with a call
3 answer the first call and wait for a second phone call
4 when the phone is ringing find the place where the marker appears using a replay
5 choose fresh slalom test on tv, skip phone call by shot and quickly switch to flying fish test
6 close tests, grab the jetpack, quickly fly to the vortex and get in
7 start boat school to impound vortex from water
8 check the impound garage in san fierro
