Germany was already an technologically advance country with highly educated population , so even after their destruction in 2nd world war, they just need foreign investment, which marshal plan provided and helped them become developed again, on contrary countries in South Asia were full of illiterate and superstitious population along with a thousand's year old feudal society, so comparing south asian countries and Germany, Japan is not correct, Japan dismantled feudalism in Meji era by taking away power from samurai and empowering the peasants and adopting western methods, South asian countries took long time to get rid of feudalism and superstition and still not fully successful, South asian society is still suffering from class based discrimination and other issues.
