A coworker of mine the same age as Rackoff speculated that the dot-com bubble happened because so many people were on prescription antidepressants. The medically-induced positive thinking from SSRI's may have overridden people's better judgement.
Your coworker's thought is worth a moment's consideration, but I think the epidemic use of cocaine during those years may be more relevant.
