Either that, or the Over Heaven novel could be right and none of the words actually mean anything to anyone but DIO. The novel explained that the phrases were nonsense that his mother sang to calm him when he was young. Since the Green Baby is effectively a reborn form of DIO, it makes sense that those words would be of interest to it.

Think about it, it’s structured like a prophecy, it’s both vague AND far too specific, and there’s no way that DIO could have planned it or really known what it meant when he was alive.
It’s a prophecy, like Tonpetty’s prophecy to Zeppeli, created by Jonathan’s Stand which is born from Hamon.
DIO was probably trying to use the stand to Scry a means to ultimate power, produced the journal, and then spent years scouting the globe for what it could mean. And _that’s_ when he found Pucci.
We know he wrote the journal before he met Pucci, because it says “will I, DIO be able to meet a man like this”, he was seeking a friend who could fulfill the prophecy!

With such a hard route to go through, it's actually weird for Dio to actually take a long route to power, considering that he's a bad guy. It almost makes him seem like a good guy if you take the context of his way to Heaven out.

If DIO was pierced by the requiem arrow, could he theoretically use it to get The World Over Heaven?
The requiem arrow only gives power based on what the user needs at that moment. So the arrow may have given him the ability to make his way to heaven or a power to help him achieve his goals, but I highly doubt it would have given him the over heaven stand
