It's hard to tell from the audio, as the individuals are not identifying themselves or their publications, questions aren't being repeated, and the audio quality is bad, but from their line of questioning (if it's the individual I think you're talking about), I think that was a resident (i.e. a witness). I think at around 5:40, they identify themselves as such ("...there's three of us here as residents...").

Somebody effed up, sounds like the city. I also like how poor Mr. Chapman clearly states all the facts, the members of the media don't listen, then ask questions he previously answered in the statement of those facts. ADHD runs rampant these days.
