I'm a year late I guess, however I figure I am suitable enough to answer this question for ya.
1. Your bills outside of jail do not stop and will accumulate until going into collections unless someone is willing to take care of those for you.
2. Jail may not be free. Your time in jail can be charged, usually per day, and once you are released from jail you ARE expected to make payments towards the bill during visits to parole or probation officers.
3. Laws were put in place that no person can be arrested or put back into jail for failure to pay. Courts must offer alternatives to jail time and payments for those who can show financial hardships in the form of waivers, community service, extended payment deadlines, payment plans, etc.

The Jesus clip is based off of a Christian parable. The one set of footprints or "hard times", it's supposed to be that's when God carried you. Heard it in Sunday School all the time.

I think the Footsteps one was about a story from the Bible where Jesus walked with a man when things were easy so the man always saw two sets of footprints but when things were tough there was only one set of footprints because Jesus was carrying the man.
It's from a sermon, not the Bible. At least, I'm pretty sure it's a sermon; it's definitely NOT in the Bible. There IS a verse about God carrying you, but it doesn't mention the footprints; that was probably added to make the image more vivid.

So, for Footsteps, that's actually not that crazy of an idea. There's a story that goes pretty much the same way as that did, but it says that Jesus was carrying you and supporting you through your steps, which is why there's only one set when times are at their worst.
It's not a far leap from that to the joke in this one lol
