You can clearly see how Negan realized that he never crossed with someone like Rick before. The man could've hated Rick but also respected him. Not to mention about the threat Rick gave him right here. According to Negan's reaction, Rick certainly touched a nerve on him and Rick also made him feel nervous and furious. That much that the only thing Negan could do to hide it, it was start laughing.

What the fuck are they doing just randomly hopping around, getting in eachothers way, running to people within arms reach to shoot them, while a bunch of others don't even bother trying to shoot easy targets right in their line of sight. I just cant. The absurdity and how clownlike it looks just totally killed the great acting from Rick and Negan in the beginning.
Holy crap... no matter how many times I watch this scene, the absolute fucking HATRED in Rick's eyes at 00:52 as he says "Nothing" always gets to me. Shoutout to Andrew Lincoln as an actor man, he puts every last ounce of his anger, disgust, and vengeance into his face in just that one moment and it scares. The. SHIT out of me. I definitely know that if a man were talking to me like that, with that kind of conviction, I'd think twice about messing with him. Or if I were Negan, I'd just kill him right away to save myself the trouble later. You just don't keep vengeance like that alive...
And from Negan's perspective, letting Rick live AFTER he kills Carl makes no sense. Negan has only been able to control Rick up to this point by threatening Carl. Without Carl, Rick has nothing left to lose. So letting him live is a huge risk that he doesn't and shouldn't even consider taking in the first place.
And, if we look well his move is pretty slow compared to the moment he killed Glenn, maybe he wasn't gonna actually do it... maybe he was just gonna scare 'em off so he could hit Rick with Lucille one time

Rick hesitated at that exact moment, he could have lost his son in that second, luckily it didn't happen, he should have flown on Negan's neck as soon as he got up even if he died, it's a natural feeling of a father, he stayed still... . Movie stuff.
