Got into bachelor's of computer science and managed a 4.0/5.0 GPA. Which is decent enough so will that 12th fail stuff hinder my resume to study ms in USA? Can I use it in SOP as me hitting rock bottom in 12th but standing up again, getting a decent GPA or something like that?

You should be okay with a bachelor's score, in my opinion. Additionally, you have SOP at your control, allowing you to later defend what you did properly.

If you are applying for masters, 10th and 12th marks are not going to matter. Your undergraduate mark is going to be the imp factor. But you can write the SOP to give reasons regarding lower bachelors marks. Also, try to score high scores on GRE.

In order to save money, try booking way earlier than your planned trip.
