There are only two characters actually from HI3. Welt yang, and Void Archives. There are serious story implications for their presence, but none of them have been actually realized yet.
That song Gepard was singing at the end of his clip, is Serval's song, his sister. And his weapon is Serval's guitar case, in case you were wondering what in the hell he was smashing around. Hers is my fav trailer (and character). Well, Jingliu is my fav character, but she was probably just being released at the time you watched this :).

The Himeko in Star Rail is from an alternate universe then HI3rd. You will notice similar characters from HI3rd. Think Spiderverse if it helps.
