So what's the condition to met him? Just follow the story or we can met him in person after met him in another city? If we need to follow the story, what's the best to met him in Eltisweiss? After retake the Eltisweiss or random time after we met him at Base Castle?
You can beat the game first then go find him in Hishahn and follow him to each location (which I think he won't be at Skriss or Eltisweiss then). But you can find him in most areas as you get to them in the story while checking HQ Hot Springs between a few locations, which is what I did in the video.

3rd one is Markus and Nowa I believe. Each one comes out a month apart from August-October. I'm down for more EC!

You do, re-load your star save file and he'll be by the hot springs.

Hmmm, I would say go double check everywhere in case the game is being buggy (still). He does walk around quite a bit at HQ too.

You have to beat the game at that point, then you get it post-game. He'll be back at the Hot Springs at HQ.

Yes, but if he's not showing up somewhere and you already beat the game, go ahead and try the next location.

Yes but there's post-game stuff to do that it'll come in handy. Or at least get all the trophies/achievements.
