Its an Air Force BQM-167A Subscale Aerial Target drone - not for spying or blowing stuff up. It's job is to get blown up. It helps train pilots and anti aircraft gunnery/missile crews.
Just in case you didn't know it was shot down with a laser weapon. Also the jet motor is located center bottom. Notice where the laser hit with major accuracy.
