The actor playing "Carl Miller" was Robert (Bob) Wall who was a martial artist and actor that was in a few of Bruce's films. He played "O'Hara in Enter The Dragon and that European Fighter in Way of The Dragon which also starred Chuck Norris. He passed away earlier this year. RIP Bob.
Funny enough, this was always my favorite Bruce Lee scene as kid... only to realize when i watched it as an adult that it wasn't even him...lol. The scene is still awesome and the scenes Bruce actually did film in the yellow biker suit were iconic.

That's not Bruce Lee in that scene. Bruce Lee died during the film, and this is the stand in. Notice they never show his face during the fight, and only show closeups of Bruce Lee's face. Bruce Lee is not fighting in this scene because he died before it was shot.
