Sir , Ivor's definition is a very wide.
It doesn't include the remedies avaiable to an aggrieved person when his rights are effected by the admstrtion.
It ignores the distinction b/w constitutional law and administrative law.
It lays entire emphasis on the organization, powers and duties to exclusion of the manner of their exercise.
