Hey! At many schools, you are automatically considered for financial aid/scholarships when you complete your application to the School. So for most schools, you should be simultaneously doing your school application and aid application (FASFA, CSS, whatever applies to you). I think the deadline to submit the financial aid documents might be a little later than the school application deadline (for eg. some schools say submit common app by Jan 1 and financial aid docs by Feb 15)... but I would recommend just doing everything together if you can. Other schools, however, might have separate scholarship applications -- those will have their own deadlines and are usually posted on the school's financial aid and scholarships website. Hope this helps!
