Kristina Akester- Not everyone can afford a real tutu or has the means to borrow one, those real tutus can be very expensive, they can easily cost several thousand dollars. Personally I think her leotard and the practice skirt dyed to mach look very neat and presentable and a good alternative to those expensive decorative tutus.
If you kept up with the Prix then you would notice not every year is treated the same- I've seen the 2007 footage and ALL finalists had one variation with simple 'studio' wear, that is, practice tutu for the ladies. Their 2nd variation was all dolled up. I remember watching it back in 2000-03ish and it was just piano accompaniment instead of an orchestral track. Also, I know the dancers still perform a 'free choice' piece but it's not shown in recent years ;_; And she did get a scholarship ;)
considering that this is an international competition where competitors can receive scholarships to major ballet companies, personally I think she should be in an actual tutu, not just a practice one.
She dances for the English National ballet! I've seen her perform numerous times, She is such a beautiful dancer and is amazing to watch :)
