Ted knew that the text messages were being sent from Weatherfield which means Stephen lied about Leo being in Canada hence how he worked out that Stephen killed Leo and covered it because why else lie about Leo being in Canada? Rufus only figured out that Stephen was spiking Carla because Stephen bought the LSD from Rufus and Rufus himself has taken LSD so when Rufus saw the state Carla was in he put two and two together. Nobody else has any reason to suspect Stephen and even if they did, the most they would suspect is that he is taking advantage of Carla's "psychosis", possibly even that he might be drugging her, but certainly not that he's a murderer - not at this point anyway.
