One of my favorite things about the Coen brothers is the way they conclude their movies...I'm always satisfied with the way they wrap things up. The endings always leave me with such a sobering feeling that lingers within me for at least the rest of the day.
***** It is Vaiden, MS. I am sure they fixed up the store fronts across from the railroad track (and in the tracking shot before the family crosses the track). The store fronts where falling down in the 1970's and 80's so they must have required a face lift but other than that, that is the town we used to drive through.
I was born raised and will die in the Mississippi delta where this movie was shot. I watched it right after the "flood" this year and this ending scene just made me realize how lucky we were that it didn't flood.

It's actually implied to be God himself. When you think about, he's got nothing better to do so guiding people instead of sending angels works story wise. The Odyssey (which the film is based on) also implies heavily certain encounters are God as well.
Consider everything Everett puts Pete and Delmar through while stringing them along about the treasure the whole time (to the point of straight-up ASKING what they'd do with it even though he knows it doesn't exist). Now imagine being married to him when he's even more of an unreliable loose cannon who gets sent to jail and strands you with 7 daughters in Depression-era Alabama. Her tight hand on him is understandable.
