In my culture the dish is called Pekasam and we take fish and cover it with salt for a week or two to dry it, then dry roast some rice on a wok or a pan and cover the fish with the rice for another week or two to ferment it. Gives a nice salty flavour and a little bit of sourness from the fermentation. I forgot how it's done traditionally but I use an airtight tupperware container and let it sit in the fridge.

Fermenting sugars give alcohol, it doesn't work with fish. People started fermenting fish as a preservation method.
