I think the "wicked gale .. howling up through Sheffield City Centre" represents Alex's sudden rise to fame, taking him from everyday normality (and the setting for the first album) to sudden fame. The "palm tree debris everywhere and a Roman Colloseum" is like the random chaos of his new life and experiences as a young man, and how it has opened up his mind and imagination.
