I work at a utility where we have our diesel powerhouses on standby duty as well, though ours are not anywhere near as old (70's vintage for our oldest engines) as these. Neat to see the 30's-era control room, they definitely had a better sense of style back then than what came out in later years.
The water is coming out of the cylinder cocks to ensure that any condensed water leaves the cylinders. Otherwise, the pistons will be damaged putting the engine out of commission.
