trblessed1020 - I think it's alcohol. If I'm not mistaken, you use alcohol to remove the sticky residue left behind from Gel Top Coat.

The black was under the chrome powder, she only top coated the drops so the rest of the powder just wipes off revealing the black underneath

Ten Dek I would say alcohol or gel residue wipe off since it was gel top coat to make droplets.
don't you have to put a topcoat or seal it in any way? only the drops with chrome are sealed....
Nina Stary ideally yes, but since she used a gel black coat it should stay on pretty well.

It might just be water. The chrome powder will dissolve in water if it's not sealed with a top coat. Alcohol is totally possible as well.

Shirley Appel the powder wipes of when not protected by a clear coat so only the powder under the clear coat drops stayed when she wiped it off
