This is correct. There is a country/region somewhere on Earth which are using large amounts of CFC products and it is causing a new growing ozone hole from the one which closed over a decade ago.

I always wondered how a heavier-than-air, inert gas (Freon) was harming the upper atmosphere. The best theory I could come up with is that, an enormous amount of CO2 was being produced by the heavy breathing of shareholders knowing that DuPont's patent on Freon was about to expire.
Also, some forms of biodiesel and diesel could potentially cause ozone to disappear, if NOx filters were not in place.
Imagine an eco-friendly alien civilization that destroyed most plant life cos they used biodiesel in their cars without proper filtration from the 1880s through the 2000s. In just under a century, the ozone layer would be completely destroyed, even with better NOx emissions regulations at the end of the 20th century.
Scenario: On March 2nd, 2025, an ET civilization gets fried by their star's intense UV radiation due to a lack of competence from their biofuel companies. For the next decade, harmful radiation will wipe out 15% of plant species. Since 1955, the planet has known that biofuels from a specific plant species tend to produce lots of NO2 emissions and destroy their ozone layer, from the first climate satellite telemetry launched a year prior. Yet, it wasn't until the year 2000 that the civilization finally switched to battery electric cars, and 2010 for solid state batteries. 200,000 ETs died from intense radiation. Most plant life above 4,000 ft (1250 m) elevation died in a 10 year period from 2020 to 2030. Sadly, plants wouldn't be able to grow at high elevations until 2045. It is a scenario we as ET should have avoided.
And the atmosphere mixes. The hole was only in antartica because of the extreme cold and high winds

In short: we would (will?) all die very quickly. But with killer hair. There’s an interesting theory that NASA destroyed the ozone layer and now the government is covering up its steady decline with climate change. I never have got an answer for why higher temperatures don’t mean higher humidity (more evaporation means more clouds; more clouds and more heat means we’re going more tropical, in which case plant growth would actually increase and sequester CO2).
Instead desertification seems to be the trend; rains come in large events and humidity is lower than normal in between.
