"If it's private land it's not public order" is a gross oversimplification, it can be a public order offence if it takes place in a public place, and private land can be a public place by virtue of the public having, or being permitted to have access to that private place at that time.

So starts with he's going to take the camera off you. At that point you are been mugged as you haven't been detained or anything at that point.
Its not the police's job to chase after you when its private land. He can't do you for a public order offence unless someone has complained and found what you've said offencive, so as they had use language previously would not apply. They used it as the only thing they might be able to do you for.
