It is possible, but even with fully reusable space launch the cost in fuel alone would mean that the profit from the resources gained would have to be amazing to justify the risks. More advanced and efficient rocket designs could reduce the fuel costs to orbit, but I would not expect it to reduce that much.

Ye since diamond synthesis and synthesis of all the major gem stones was invented the entire gem stone market is largely a complete and utter sham. A person with a decent amount of scientific knowhow could construct a gem synthesis facility on their property and sell them to local jewellers for a mint - but few people have enough sense to do so. Also certain gem synthesis like ruby and emerald requires dangerous chemicals like chromium oxide and beryllium, so you could easily get into deep water health wise if you did not follow basic guidelines to prevent them getting on your skin or breathing them in.
