Sir if an foreign graduate with other state domicile and non working just passed mbbs wants to apply in rajasthan in a private college, then will he has to pay govt fee(say 20 lacs) or management fee(say 40 lacs) for that seat????

done mbbs from ruhs
but does not have domicile
will he be able to claim reservation in rajastha if he selects other option in domicile?
